With reference to Your Honour's letter of the 7th. Fay,

I have the honour to enclose copies of two memoranda on the

draft Order-in-Council by Mr. Kemp the Acting Attorney

General and I should be glad to learn how far you concur in

his views.

2. I also enclose two copies of a draft bill prepared

by Fr. Bucknill to bring Hongkong legislation in this matter

into line with the provisions of the proposed Order-in-

Council, and I shall be glad to have your comments thereon.

I have to express regret that Your Honour's

previous letter has remained unanswered for so long. Ir.

Bucknill, who was dealing with the matter, had to leave for

Singapore to act as Chief Justice in the Straits Settlements

and Sir W. Fees Davies, whose opinion I wished to ascertain,

also left the Colony on leave. The latter, therefore, was
